Cottonwood Highlands Metropolitan District No. 1 is a local government that provides certain public improvements and services to the property within the Cottonwood Highlands residential community.
Public Improvements and Services
The District is authorized by the Special District Act and its Consolidated Service Plan with Cottonwood Highlands Metropolitan District No. 2 to provide various public improvements and services, including, but not limited to, parks and recreation and landscaping operations and maintenance activities.
Maximum Debt Authorization
The District and District No. 2 are authorized by their Consolidated Service Plan to issue debt in the total principal aggregate amount of $30,000,000.
Authorized Sources for Debt Repayment
The District is authorized to repay its general obligation debt from any and all legally available revenues of the District, including general ad valorem taxes, subject to limitations set forth in the Consolidated Service Plan.
Maximum Mill Levy for Debt Repayment
The District’s Consolidated Service Plan imposes a Residential Maximum Debt Mill Levy of 35 mills for that portion of debt that exceeds fifty percent of the District’s assessed valuation, less the number of mills necessary to pay unlimited mill levy debt as described in the Consolidated Service Plan. The Residential Maximum Debt Mill Levy is subject to adjustment as described in the Consolidated Service Plan.
Board Member Qualifications
The District holds regular elections for board members on the first Tuesday after the first Monday in May of each odd-numbered year. A person is qualified to be a candidate if they are registered to vote under the Colorado Uniform Election Code of 1992 and are either (1) a resident of the District, or (2) the owner (or spouse or civil union partner of an owner) of taxable real or personal property within the District.
